Marina Ilarraza lives with her three children in a cramped two-bedroom apartment in Hartford’s North End. The Department of Housing and Urban Development is terminating its contract with her landlord and Ilarraza is waiting for a Section Eight Housing Choice voucher so she can find another apartment for her family.
