Ross Garber is trying to become the first Republican elected as attorney general since John J. Bracken in 1954.
Garber was the chief legal counsel in the governor’s office when misconduct by Gov. John G. Rowland led to the state’s first impeachment inquiry involving a governor. For nearly half a year, Garber was one of the lawyers on both sides of the case who navigated through unchartered legal territory.
He stayed for the transition after Rowland resigned and was succeeded by M. Jodi Rell, then returned to private practice, becoming a partner at the downtown Hartford firm of Shipman, where one of his partners is the father of U.S. Rep. Christopher Murphy, D-5th District.
Garber was the Republican nominee for state treasurer in 2002, garnering the most votes of any Republican on the statewide ballot except Rowland, who also happened to be the only successful candidate. He also has run unsuccessfully for state Senate.
Garber had a complicating factor to resolve prior to jumping into the attorney general’s race. His sister-in-law is Susan Bysiewicz, the secretary of the state and leading Democratic candidate for AG. While she was in the race, Garber declined to run. But Bysiewicz withdrew after the Connecticut Supreme Court concluded that Bysiewicz lacked the 10 years of active practice in Connecticut required by law of the attorney general.
Garber was a law clerk for U.S. District Judge Robert N. Chatigny, who has been nominated by President Obama for a seat on the U.S. Court of Appeals for the 2nd Circuit. As a partner at Shipman, he has specialized in representing clients in government investigations.
His recent cases include represented the office of the governor in South Carolina in an impeachment proceeding.

Personal: Garber is married to Gail Bysiewicz, a legislative liaison for the University of Connecticut Health Center. They reside in Glastonbury and have one daughter.
