It just sounded like there was a ticket quota. In so many words, that is public safety Commissioner Reuben Bradford’s analysis of a state police lieutenant’s email pushing his troopers to write tickets.

“In that memo, Lt. Schirillo clearly establishes suggested goals for his troop for the coming 24-hour shift period. I can see how this memo might be misinterpreted by some as a quota system,” Bradford wrote in a memo to Gov. Dannel P. Malloy.

Malloy’s office released the memo today. It is intended to be their last word on the flap.
